Question 1: A red alliance robot is shooting for the middle goal or tries to collect rings, and the blue alliance robot is behind. The path of the ring from the blue alliance robot's shooter to the high goal could be blocked by the red alliance robot. Is it legal for the red alliance robot to sit there?

Question 2: If this is legal, if some parts of my robot can be deployed to raise high (e.g. wobble arm), is it legal if that happens to block the other robot's ring shooting path?

Answers 1 and 2: The answers that you seek are found by reading rule <GS10>. "A Robot may not interfere with an opposing Alliance's Launched Ring that is at least 18 inches (45.7 cm) above the Playing Field Floor and was Launched with the intent of Scoring."
